How will the final result of the question be determined?

The question will be judged by whether or not 'germ games' will take place with the joined effort of at least 50% of UN member countries. 'Germ games' are drills and scenarios that mimick a real pandemic, meant to prepare governments and health care workers for such an outbreak.
