All good with cut off date with 1st Jan 2023. Although the cut off date should ideally be just before the embargo time, of the official CPI release time which is 8:30 a.m. (ET) Thursday, January 12, 2023 as per your link.

Thanks, I agree that the embargo date/time is a good general guideline. Why did I chose year end? For the prediction market, the principle is to look for the point of no more reasonable doubt on which answer range will be it. I think we would have known of any significant change in overall inflation by 31st December 2022, hence it was already reasonable certain for traders that the (broad) 6-8% range should prevail. Had the ranges been narrower, say 6.0-6.5, 6.5-7.0, etc. yes maybe it would have been less clear.
Anyway, opinions may differ, that's why I put the proposal up for a debate and a vote.
