How will the final result of the question be determined?

For purposes of this question, Americans must be allowed to travel to all EU countries as a tourist using their American passport. Essential travel, such as healthcare workers, does not count. All 27 EU countries must allow the travel. If the UK has left the EU, it will not count towards the criteria.

E.U. Formalizes Reopening, Barring Travelers From U.S.

The EU has started opening up to tourists from countries that have brought their Covid-19 cases low enough. There are currently 15 countries allowed in for tourism, excluding countries such as the United States. The question is when will the United States be allowed in under a tourist visa. Currently, the US has been skyrocketing in cases again as they began to reopen states. The US will probably have to bring their cases under control and show they can keep it that way to be allowed entry into the EU.
